This site sits in ERCOT's LZ_HOUSTON zone with strong fundamentals: 12 substations within 25 miles show positive offtake headroom, with best-case offtake up to 579 MW, trailing 24-month wholesale power averages $31.35/MWh, and the inherited POI (JULIA 345 kV, 19.0 mi) reaches 250 MW of headroom behind a 12–24 month substation expansion. The one hard problem is congestion: 19,402 MW of active interconnection queue sits at POI substations within 25 miles, with 4,011 MW at South Texas Project Pump alone. The analysis is a workable site whose timeline lives or dies on queue position.
